Description

Copper mining at Toromocho first began in the 1920’s and in 2003 the Toromocho mining region was bought by Peru Copper, a Canadian owned company.[ii] In 2004 Peru Copper began consultation with local communities about relocating them away from the mine site to allow for an expansion of operations.[iii] In August of 2006 the communities of Morocoha voted overwhelming in favour of relocation.[iv] However since then locals claimed that the plan has not been implemented effectively, and that fair compensation is not being paid.[v] In 2006 allegations surfaced concerning the contamination of the nearby Mantaro River, and the Toromocho mine was viewed as one of the sources of the contamination.  The water contamination has hurt local farmers who were already adversely affected by the relocation.[vi] The mine came under further criticism in 2007 for having neglected to pay the Peruvian government $790 million in taxes.[vii] In late 2007, Peru Cooper Incorporated was bought out by the Chinese mining company Chinalco, who subsequently acquired control of the project.[viii] Disputes between Chinalco and community members over the terms of the relocation continue, however, most remain content with the decision to relocate and a peaceful solution is expected.[ix] José de Echave of the Peruvian NGO CopperAcción notes, that the Toromocho case represents the importance of mining companies respecting the popular will when dealing with community relations.[x]
